Before applying for a CPA permit through NASBA’s Licensing Service, please familiarize yourself with this jurisdiction’s requirements below.
To apply for a CPA permit, you will be asked to create a user account upon your first usage of our licensing online application tool. Registering for a user account will allow you to obtain the required documents to submit with your application, apply for the permit, maintain your current information and check the status of your application.
Please allow up to two weeks from your file completion date (when application, fees and all additional required materials have been received) for your application to be processed. Acknowledgment of receipt of application will be sent to you via email, unless otherwise indicated. This notice is sent only as acknowledgment of receipt of application.

Education
- A baccalaureate degree, or higher, with an accounting concentration or its equivalent as determined by board rule.
- A total of 150 semester hours of education.

Experience
One year of full-time experience providing any type of service or advice involving the use of accounting, attest, compilation, management advisory, financial advisory, tax or consulting skills in the areas of public accounting, industry/private practice, or academia:
- Must be under the direct supervision of an active CPA in good standing.

International Candidates
Reciprocal Permit
- Applicant must hold an active U.S. CPA license.
- Applicant must have passed the Uniform CPA Examination.
- Applicant must have passed the Local CPA Examination.
- Applicant must have four years of experience equivalent to experience required of a first time licensee, after passing the CPA examinations upon which the applicant’s certificate was based and within the ten years immediately preceding the date of application.
Firms
To apply for a firm permit in the Virgin Islands, a firm must meet the following requirements:
- Partners, members or shareholders owning at least a simple majority of the firm must be a certified public accountant of some state in good standing, except that such partners, members or shareholders who are CPAs and whose principal place of business is in the Virgin Islands and who perform accounting services in the Virgin Islands must hold a live permit from the Virgin Islands.
- The firm must be in compliance with all requirements and provisions of state law governing the organizational form of the firm in the state of the firm’s principal place of business.
- The firm shall comply with all regulations pertaining to firms registered with the Virgin Islands’ Board of Accountancy.
- Each office within the Virgin Islands shall be under the supervision of a resident manager who may be a partner, principal, shareholder or a staff employee holding a live permit.
- Any holder of a live permit and any individual who qualifies for practice privileges who is responsible for supervising attest or compilation services and signs or authorizes someone to sign the accountant’s report on the financial statements on behalf of the firm shall meet the competency requirements set out in the professional standards for such services.

- The firm must list all states in which the firm has applied for or hold permits as a CPA firm and list any past denials, revocations or suspensions of a permit by any other state.

CPE Requirements for Individuals
License Renewal:
CPE Reporting Period:
- Dates: 1/1-12/31
- Type: Triennial Rolling (three calendar years preceding the license expiration on 6/30)
CPE requirements:
- 120 hours of continuing professional education, during the three-year period preceding renewal.
- A minimum of four hours of ethics, during the three-year period preceding renewal.
- A minimum of 40 CPE hours shall be completed each calendar year effective January 1, 2022.
- Programs of learning shall meet the standards set forth in the Statement on Standards for Continuing Professional Education (CPE) Programs jointly approved by NASBA and AICPA.
Failure to satisfy continuing professional education requirements or failure to comply with the continued education requirement rules will be met with disciplinary action by the board. An application to reactivate a delinquent or inactive permit currently requires 120 total hours of continuing education to include 30 hours in accounting and auditing and eight (8) hours in ethics.
An applicant that believes they meet an extenuating circumstance such as unusual hardship or illness may complete the reinstatement application and submit to the board for review.
In response to an application to reinstate a permit, the Board may require additional continuing education hours.
