Mark P. Harris, Barbara A. Ley and Randall A. Ross honored for their contributions to NASBA, Boards of Accountancy and the accounting profession.

NASHVILLE, TENN. (Nov. 16, 2021) – Mark P. Harris, CPA, Barbara A. Ley, CPA, CITP, CFF, and Randall A. Ross, CPA, were recognized on November 3, 2021, for their leadership and efforts to advance the accounting profession by the National Association of State Boards of Accountancy (NASBA), during NASBA’s 114th Annual Meeting. The meeting attracted representatives from 54 U.S. jurisdictions.

Mark P. Harris, CPA, of Lafayette, LA, received the William H. Van Rensselaer Public Service Award, which recognizes individuals who have contributed to the development of a new program, improvement of a current program for the Boards of Accountancy, or who have influenced passage of rules or statutes to strengthen accountancy regulations. Harris served as NASBA chair from 2011-2021, and as a member of the State Board of Certified Public Accountants of Louisiana from 1996-2016. Under his leadership as NASBA chair, barriers to involvement in the organization were explored, the Diversity Task Force was established and later evolved into an impactful standing committee, the Legislative Support Committee was established, and NASBA’s mission was broadened to include “advancing the common interests of the Boards of Accountancy.” Harris is a former chair of NASBA’s Awards, Communications, Compliance Assurance and Nominating Committees, Diversity Task Force, and Past Chair Advisory Council, where he remains a member. He was also co-chair of NASBA’s Education Committee when the Accounting Education Research Grants Program was formed.

Barbara A. Ley, CPA, CITP, CFF, of Oklahoma City, OK, received the NASBA Distinguished Service Award, which honors individuals who have demonstrated an unswerving commitment and dedication to enhancing the mission of NASBA. Ley is a former chair of the CPA Examination Review Board (2016-2017), a former Southwest Region representative on NASBA’s Nominating Committee, and a former member of NASBA’s CPA Licensing Examinations and Education Committees. In addition, she is a former chair, vice chair, secretary and member of the Oklahoma Accountancy Board, and a former president, treasurer, secretary, and member of the Board of Directors and Executive Committee of the Oklahoma Society of Certified Public Accountants (OSCPA).

Randall A. Ross, of Choctaw, OK, received the Lorraine P. Sachs Standard of Excellence Award, which recognizes a current state board executive or administrator that has shown outstanding service to improving the effectiveness of accounting regulation-on local and national fronts. Ross serves as the executive director for the Oklahoma Accountancy Board. From 2017-2018, he served as the chair of NASBA’s Executive Directors Committee and as liaison to the NASBA Board of Directors. Currently, Ross is a member of NASBA’s Legislative Support Committee, and a former member of NASBA’s CBT Administration, Enforcement Resources, Executive Directors and Peer Review Compliance Committees, as well as the Joint ALD/ERC Subcommittee.
